The Walden on Lake Conroe community is comprised of Twenty-Four Sections, in addition to Condo Associations. The Walden Community Improvement Association (WCIA,) is the governing body in Walden. Additionally, each section adheres to their own Deed Restrictions (use covenants,) as set out in the WCIA By-Laws, and several sections are incorporated as well. See below for information on the Sections which require a section fee, in addition to the standard annual property owner maintenance fee, as well as what the use is of those section fees.

The WCIA has set its 2024 maintenance fee at $1,150. This fee is utilized to cover operating costs of WCIA Amenities as well as Capital Improvements to buildings and equipment owned by the Association. See below for the composition of this year's maintenance fee.

Composition of 2024 Maintenance Fee

The Walden on Lake Conroe Community Improvement Association has set its 2024 maintenance fee to remain at $1,150.00. This fee is utilized to cover operating costs of WCIA amenities as well as capital improvements to buildings and equipment owned by the Association. The composition of the 2024 maintenance fee is as follows:

An explanation of each component of the 2024 Maintenance Fee follows:

1. Operating Budget - The operating budget pays for the operation of the Walden Lakeview Dining, Breakwater Grille, Pools, Splashpad, Racquet Center, and Fitness Center, two gated boat ramps, playgrounds, ball fields, hike & bike trails, the Administration building, and several other common area parcels. The Association maintains road rights-of-way, certain easements and esplanades, the main entrance to Walden, and maintains the landscaping and grounds of properties owned by the Association. Specific expenses include payroll, taxes and benefits, insurance, supplies, utilities, maintenance and repairs, professional services, legal expenses for collection efforts, deed restriction enforcement, security, and audit fees. The 2024 budget includes additional expenses for facility maintenance.

2. Reserve & Replacement Fund -The Reserve & Replacement Fund consists of funds set aside in reserve for repair and replacement (as opposed to the routine repair) of Walden’s amenities. The Fund is used to replace major equipment, replace or repair major components such as roofs, parking lots, air conditioners, renovations, and other major repairs. The annual amount contributed to this fund is determined by a Reserve Study done by an outside firm specializing in reserve fund studies and is adjusted for new items that would require long-term repair and replacement.

In accordance with your Deed Restrictions, the maintenance fee is due annually in advance, on January 1 each year. It becomes delinquent after January 31st and is subject to late charges and other collection expenses, as provided for by applicable law. Your Deed Restrictions require that this fee be assessed uniformly, regardless of size, location, or use; whether a vacant lot, house, townhouse, or condominium unit; and, whether the owner resides here full-time, part-time or not at all. Thus, the maintenance fee rate is not based in any part on property value, but solely on the budgeted needs of the Walden community as determined annually by your Board of Trustees.

The Deed Restrictions of certain sections allow a discount to multiple lot owners of certain types of property. Your annual statement will reflect the proper discount, where applicable, based on the deed records on file with the Association. Certain sections within Walden have an additional maintenance fund requirement set forth in their Deed Restrictions, and an additional Section Association exists for each of these areas. Properties located within Section 5, 6, 7, 7A (71),10,11,16, and the Estates (19) are subject to these additional assessments. These fees vary per section and are included on your WCIA maintenance fee statement. They are payable to the Walden CIA.

Section 5 Fee Explanation - 2024

WALDEN’S SECTION FIVE (5) ASSOCIATION
EXPLANATION OF SECTION FEES – 2024

Association Purpose

Walden’s Section Five Association was created by the authority of the Section Five Deed Restrictions. Each lot owner in Section Five is a member of the Association. The membership consists of 549 lot owners. The Association is a Texas Non-Profit Corporation established for the purpose of providing for maintenance and preservation of the properties within Section Five. Section 5 is a Homeowner Association (HOA) similar to the Walden CIA.

Maintenance Fund

The Deed Restrictions also grant authority to create and maintain a Section Five Maintenance Fund to accomplish its purpose. This fund is utilized at the discretion of the Section Five board of Trustees to maintain the Association assets. The Association owns the Section Five Pool located on Walden Road, for the exclusive use of Section Five property owners and authorized guests. In addition, the Association owns two other unrestricted reserves and nine green belt reserves.

2024 Section Five Fee - $70.00

The Section Five Board of Trustees budgets its operating expenses for the swimming pool and maintenance of the green belts in our section and sets its maintenance fee accordingly. The fee is due annually in advance, on January 1 and becomes delinquent after January 31, and Section 5 by-laws allow a 10% interest charge accruing monthly on any outstanding balance. All past arrears will be charged this 10% interest charge from time of delinquency unless they are paid by January 31. Multiple Lot owners within Walden will pay one full fee and receive a 20% discount on additional lots or $56.00 for each additional lot in Section Five. The fee is included on your Walden CIA maintenance fee statement, and is payable to Walden CIA.

PLEASE NOTE: Section Five pool cards will be deactivated when the Board is notified that a property owner is delinquent in paying their HOA fees. The cards will be reactivated when the Board is notified that the property owner has paid their fees.

Association Purpose

Walden's Section Six Association was created by authority of the Section Six Deed Restrictions. Each lot owner in Section Six is a member of the Association. The membership consists of 299 lot owners. The Association is a Texas Non-Profit Corporation established for the purpose of providing for maintenance and preservation of the properties within Section Six and to promote the health, safety, welfare, civic pride and aesthetic values of the properties within the subdivision.

Maintenance Fund

The Deed Restrictions also grant authority to create and maintain a Section Six Maintenance Fund to accomplish its purpose. This fund is utilized at the discretion of the Section Six Board of Trustees to maintain the Association's assets. The Association owns four greenbelt reserves, one of which contains the Section Six Swimming Pool and Park. This pool and park are designated for the exclusive use of Section Six lot owners and authorized guests; pool keys cost $25 each.

2024 Section Six Fee – $65.00

The Section Six Board of Trustees budgets its operating expenses for the swimming pool and maintenance of the park and the various greenbelts annually and sets its maintenance fee accordingly. The fee is due annually in advance, on January 1, per the Deed Restrictions. It becomes delinquent after January 31, and is subject to late charges and other collection expenses. This fee is included on your Walden C.I.A. maintenance fee statement, and is payable to the Walden C.I.A.

Section 7 Fee Explanation

Association Purpose

Walden’s Section Seven Association was created by authority of the Section Seven Deed Restrictions, Article VI, Section 3, and page 14. Each lot owner in Section Seven is a member of the Association. The membership consists of 138 lot owners. The Association is a Texas Non-profit corporation established for the purpose of providing for the maintenance and preservation of the properties within Section Seven and to promote the health, safety, welfare, civic pride and aesthetic values of the properties within the subdivision.

Maintenance Fund - 2024 Section Seven (7) Fee - $1,100

The Deed Restrictions, Article VII, Section 2, page 17, grants authority to create and maintain a Section Seven Maintenance Fund to accomplish its purpose. This fund is utilized at the discretion of the Section Seven Board of Trustees for the use and benefit of all its members of Walden on Lake Conroe Section Seven. The association owns seventeen greenbelt reserves, nine parking reserves and seven common bulkheads. The Section Seven Board of Trustees budgets its operation expenses for the current year based on its projected costs for the services it provides its membership.

The Section Seven-A Board of Trustees budgets for its limited operating expenses and sets its maintenance fee accordingly. The fee is due in annually advance, on January 1, per the Deed Restrictions. It becomes delinquent after January 31, and is subject to late charges and other collection expenses. This fee is included on your Walden CIA maintenance fee statement, and is payable to the Walden CIA.

2023 Section Ten Fee - $20.00

The Section Ten Board of Trustees budgets for limited operating expenses and sets its maintenance fee accordingly. The fee is due annually in advance, on January 1, per the Deed Restrictions. It becomes delinquent after January 31 and is subject to late charges and other collection expense. Multiple Lot owners within Walden Section 10 will pay one full fee and receive a discount on additional undeveloped lots of $10.00 for each additional undeveloped lot in Section Ten. With the exception, if you own two lots with your home built in the middle then one will be at full fee and one will have the discounted fee. This fee is included on your Walden CIA maintenance fee statement, and is payable to Walden CIA.

The Estates of Walden Fee Explanation (Section 19)

Association Purpose

The Estates Association was created by authority of The Estates Association Deed Covenants, Conditions and Restrictions. Each lot owner in The Estates of Walden is a member of the Association. The membership consists of 86 lot owners. The Association is a Texas Non-Profit Corporation established for the purposes of providing for the maintenance and preservation of the properties within The Estates, and for promoting the health, safety, welfare, civic pride, and aesthetic values of the properties within the subdivision.

Maintenance Fund

The Deed Restrictions also grant authority to create and maintain The Estates Association Maintenance Fund to accomplish those purposes. This fund is utilized at the discretion of The Estates Association Board of Trustees to maintain and improve the Association's assets, which include the gated entrances, streets, fences, and greenbelt areas.

Year 2023 Section Fee - $757.00

The 2023 section fee will be $757.00 and is due on January 1. It becomes delinquent after January 31, as per the Deed Restrictions. The Estates Section Fee is listed on your Walden C.I.A. maintenance fee statement, and is payable to the Walden C.I.A. The fee will cover costs for repairing/replacing aging infrastructure, and providing aesthetic improvements to enhance property values for Estate residents.

Year 2023 Vacant Lot Mowing Fees - $882.24 per lot [815 + 67.24 {8.25% sales tax} = $882.24]

The Estates Vacant Lot Mowing Fee is listed on your Walden C.I.A. maintenance fee statement, if you own an unmaintained vacant lot. This year's Mowing Fees have been increase due to the Road and Grounds raising our cost. (Mowing will occur as needed, however, in a year with normal rainfall there are approximately 10 cuttings per year, equating to $81.50 per mowing). This is payable to the Walden C.I.A. with your section fee payment.
